Regional and local authorities (RLAs) are on the frontline of the destructive hazards created by climate change, but they frequently struggle to protect their communities due to a critical shortfall in accessible, practical knowledge. While this information exist, it usually remains trapped in fragmented repositories and complex academic language, leaving RLA officers without the actionable tools needed for effective planning, implementation, and rapid, contextualised decision-making.

Solution

REGILIENCE+ bridges this critical gap by harvesting and sharing the latest, most practical adaptation solutions from other Mission projects and delivering hands-on engagement and training directly to European communities. By integrating these tailored, actionable resources and trainings directly into the communities and key portals like the  Mission Portal, Climate-ADAPT, and ClimateScan, REGILIENCE+ ensures that vital knowledge flows directly to the local levels where it is needed most.

Inspirational Level: Adaptation examples
  • Case Studies: showcase implemented adaptation options and initiatives to create and improve the enabling conditions for adaptation at all governance scales – from local to EU level.
  • Adaptation Stories:  real-life examples of regional or local actions and good practices regarding the planning, funding, implementing and monitoring of climate adaptation solutions.   
  • Tools: assists national and subnational authorities to identify, compare and prioritise adaptation options.
  • Options: strategies and measures that are available and appropriate for addressing climate change adaptation. They range from actions that build adaptive capacity or establish management systems and supportive mechanisms, to adaptation actions implemented on the ground.

  • Purpose: This presentation is part of REGILIENCE+ Open Training Session The R+ OTS are designed as five interactive webinars delivered under the series title “Contributing to Climate Resilience”. Each session focuses on a specific topic related to climate resilience, highlighting the role of different sectors such as transport, civil protection, health, water, and risk management. The structure of each session includes a presentation segment showcasing practical tools, solutions, or case studies, followed by an interactive section, such as a Q&A or panel discussion, to encourage dialogue, peer learning, and experience exchange. Each webinar is planned to last approximately 1.5 to 2 hours.

Self-assessment tool to spot risks of maladaptation

Many tools provide support to plan good climate adaptation but neglect the risk of maladaptation (see the definitions box). For this reason, the REGILIENCE self-assessment tool explicitly focuses on spotting potential risk factors for maladaptation as early as possible. Its objective is to help users (staff of the competent regional authority/ies for climate adaptation or of other departments and organisations e.g. consultants for the administrations, CSOs dealing with climate adaptation) to avoid or reduce maladaptation risks in the planning phase of adaptation actions. With this tool, users are guided through a checklist of 17 questions, each one focusing on one risk factor for maladaptation. By simply responding to the question by selecting yes/no/partially for each of the risk factors, the maladaptive potential of the planned adaptation action is checked.
